Boston Bar Journal Article, “Executive Order: Stroke of a Pen, Law of the Land?,” Co-authored by Patrick Moore
Over the past several months, executive orders at the federal level have received significant political and media attention. This article places those executive orders in the broader history of Presidential and gubernatorial orders, at the federal level and in Massachusetts. It analyzes the typical use of such orders and the nature of judicial review when they are challenged. In it, Pat draws on his experience as Associate Counsel to the President and Deputy Counsel to Governors Deval L. Patrick and Charles D. Baker.
